Rappel du contexte\u00a0: Durbuy consomme deux fois plus d\u2019eau que ce que les captages sur place peuvent fournir. Pour r\u00e9soudre cette situation, la SWDE avait d\u00e9j\u00e0 mis en service l\u2019Adduction Nord Luxembourg qui permet d\u2019alimenter Durbuy depuis sa station de potabilisation de Nisramont. Mais l\u2019eau du barrage de Nisramont est tr\u00e8s sollicit\u00e9e durant la p\u00e9riode estivale, compte tenu de l\u2019afflux de touristes tout au long de cette saison. Les derniers \u00e9t\u00e9s plus chauds voire caniculaires, la station a produit de l\u2019eau au maximum de ses capacit\u00e9s.\u00a0Durbuy risquait donc d\u2019\u00eatre encore sous tension\u2026
\nPour ce projet particulier du Sch\u00e9ma r\u00e9gional des ressources en eau, la SWDE a mis \u00e0 profit les termes d\u2019un accord portant sur des \u00e9changes d\u2019eau sign\u00e9 avec la CILE. L\u2019accord stipulait que l\u2019op\u00e9rateur li\u00e9geois peut pr\u00e9lever les 2 millions de m3<\/strong> sur une conduite de la SWDE \u00e0 Hollogne (eau en provenance des barrages d\u2019Eupen et de la Gileppe). En contrepartie, la SWDE peut disposer, pour un volume \u00e9quivalent, de la production du captage de la CILE \u00e0 Ouffet (N\u00e9blon).<\/p>\n

Les travaux de s\u00e9curisation de la zone Famenne-Ardenne s\u2019inscrivent dans le cadre de cet accord.<\/p>\n

Le recours \u00e0 l\u2019eau du N\u00e9blon offre d\u00e9sormais deux avantages de taille\u202f:<\/p>\n

  • une ressource alternative qui permet de soulager la station de Nisramont<\/li>\n
  • tout en assurant la continuit\u00e9 de l\u2019approvisionnement de Durbuy et des communes limitrophes.<\/li>\n<\/ul>\n

    Ce nouvel apport en eau permet de soulager la station de Nisramont. Elle a une plus grande capacit\u00e9 de r\u00e9serve.     En 2021, la construction du r\u00e9servoir de Jalhay\u202f- un ouvrage indispensable \u00e0 la s\u00e9curisation de l\u2019approvisionnement en eau de la commune de Vielsalm – est arriv\u00e9e \u00e0 son terme.<\/p>\n

    Pour l\u2019occasion, des repr\u00e9sentants de la Banque europ\u00e9enne d\u2019Investissement ont v\u00e9rifi\u00e9 l\u2019avanc\u00e9e des travaux de ce chantier qui fait partie des projets b\u00e9n\u00e9ficiant d\u2019un pr\u00eat europ\u00e9en de 200 millions d\u2019euros<\/strong>.<\/p>\n

    Ce nouveau grand r\u00e9servoir devrait garantir l\u2019approvisionnement permanent de Vielsalm afin que ses citoyens ne revivent plus les soucis de l\u2019\u00e9t\u00e9 2019.     Ces derni\u00e8res ann\u00e9es, la r\u00e9gion d\u2019Arlon – Aubange – Messancy \u00e9tait devenue le th\u00e9\u00e2tre d\u2019\u00e9pisodes de s\u00e9cheresses de plus en plus fr\u00e9quents et de captages pollu\u00e9s en cas d\u2019orages. Pour pallier le manque d\u2019eau r\u00e9current, la SWDE devait r\u00e9guli\u00e8rement affr\u00e9ter des camions-citernes ou conclure des achats chez nos voisins fran\u00e7ais. Il n\u2019en fallait pas plus pour que la SWDE d\u00e9cide de prendre le taureau par les cornes en programmant des travaux de r\u00e9novation. Initi\u00e9e en 2018, la construction de la toute nouvelle station de pompage et de traitement \u00e0 Udange s\u2019est cl\u00f4tur\u00e9e d\u00e9but 2021. Ce projet, dont le budget a avoisin\u00e9 les\u202f5 millions d\u2019euros, a \u00e9galement concern\u00e9 la construction d\u2019un r\u00e9servoir de\u202f1.000 m3\u202fet d\u2019une station de traitement de l\u2019eau (d\u00e9ferrisation), ainsi qu\u2019une liaison entre le r\u00e9servoir de Wolkrange-Messancy et la station d\u2019Udange.<\/p>\n

    Ce qui fait la particularit\u00e9 du chantier autour d\u2019Udange, c\u2019est l\u2019\u00e9troite collaboration professionnelle et la compl\u00e9mentarit\u00e9 des comp\u00e9tences entre l\u2019intercommunale Id\u00e9lux, pr\u00e9sente dans la province du Luxembourg et la SWDE. Si les \u00e9tudes techniques et la supervision du chantier ont \u00e9t\u00e9 r\u00e9alis\u00e9es par le bureau d\u2019\u00e9tudes de la SWDE, la direction et la surveillance des travaux ont \u00e9t\u00e9 prises en charge par l\u2018intercommunale luxembourgeoise.<\/span><\/p>\n

    Nous avons \u00e9t\u00e9 enchant\u00e9s de collaborer sur un tel projet. Pour nous, c\u2019est une mine d\u2019exp\u00e9riences tr\u00e8s enrichissantes. Comme la SWDE souhaite que les infrastructures qu\u2019elle r\u00e9alise tiennent dans le temps, les mat\u00e9riaux et les \u00e9quipements utilis\u00e9s sont toujours excellents. D\u2019autant que les prescriptions techniques de la SWDE sont parfois un peu diff\u00e9rentes de celles que nous pr\u00e9conisons au niveau des communes. Pour la petite histoire, nous avons d\u00fb faire venir du gravier de Rochefort, car le gravier de la r\u00e9gion \u00e9tait trop calcaire pour les ouvrages de b\u00e9ton.<\/p>\n

    Nous nous sommes rendu compte, dans le cas pr\u00e9cis de ce dossier, qu\u2019il \u00e9tait plus int\u00e9ressant de sous-traiter la direction et la surveillance de ce chantier tr\u00e8s excentr\u00e9 au d\u00e9partement Id\u00e9lux Eau. Et ce, pour deux raisons.\u202fUn\u202f: \u00e7a \u00e9vitait \u00e0 nos \u00e9quipes de devoir parcourir des centaines de kilom\u00e8tres chaque jour. Deux\u202f: \u00e7a nous permettait de faire suivre le chantier par des professionnels de confiance qui connaissent parfaitement le domaine de l’eau et la r\u00e9gion. Ce type de collaboration avec Id\u00e9lux n\u2019est possible que parce que notre partenaire est 100% fiable. Avec un bureau d\u2019\u00e9tudes moins exp\u00e9riment\u00e9, l\u2019op\u00e9ration serait plus hasardeuse\u2026<\/p>\n
