Pollutions accidentelles, d\u00e9faillance d\u2019une station, \u00e9pisode de turbidit\u00e9 \u2026 autant d\u2019\u00e9v\u00e9nements qui peuvent d\u00e9t\u00e9riorer la qualit\u00e9 de l\u2019eau produite et fournie par la SWDE. Pour anticiper et \u00e9viter les complications qui pourraient d\u00e9boucher sur des situations de crise majeures, une cellule interne compos\u00e9e de 5 personnes a \u00e9t\u00e9 mise en place pour \u00e9laborer des proc\u00e9dures d\u2019analyse rigoureuses – un\u202fPlan de Gestion de la S\u00e9curit\u00e9 Sanitaire de l\u2019Eau\u202fou PGSSE<\/strong> (Water Safety Plan – WSP en anglais).<\/p>\n

Ce PGSSE consiste en une\u202fapproche globale visant \u00e0 garantir en permanence la s\u00e9curit\u00e9 sanitaire de l\u2019approvisionnement en eau destin\u00e9e \u00e0 la consommation humaine\u202f(EDCH).<\/p>\n

Promue par l\u2019Organisation mondiale de la sant\u00e9 (OMS) depuis 2004, cette strat\u00e9gie g\u00e9n\u00e9rale de gestion pr\u00e9ventive et d\u2019anticipation constitue un des\u202faxes majeurs d\u2019\u00e9volution de la r\u00e9glementation europ\u00e9enne\u202fen mati\u00e8re d\u2019EDCH pour les prochaines ann\u00e9es (nouvelle directive europ\u00e9enne 2020\/2184 relative \u00e0 la qualit\u00e9 des EDCH). C\u2019est pr\u00e9cis\u00e9ment pour \u00e9laborer un tel plan que le laboratoire a mis sur pied une cellule PGSSE.<\/p>\n

L\u2019objectif d\u2019un PGSSE est de garantir que l\u2019eau est potable \u00e0 chaque moment gr\u00e2ce \u00e0 la connaissance et une surveillance adapt\u00e9e des points les plus d\u00e9licats pour la qualit\u00e9 de l’eau. Nous devons \u00eatre en mesure de les identifier en r\u00e9alisant une analyse des risques. Concr\u00e8tement, les \u00e9quipes doivent \u00e9tablir une \u00ab\u202ffiche d\u2019identit\u00e9\u202f\u00bb pour chacun des ouvrages en identifiant – sur l\u2019ensemble du r\u00e9seau – les possibles \u00e9v\u00e8nements dangereux (inondation d\u2019un captage, par exemple) et les dangers pour la sant\u00e9 humaine qui y sont associ\u00e9s.<\/p>\n

Depuis 2013, le laboratoire de la SWDE initie des activit\u00e9s de R&D (Recherche & D\u00e9veloppement) structur\u00e9es \u00e0 travers des programmes scientifiques qui b\u00e9n\u00e9ficient de financements r\u00e9gionaux ou europ\u00e9ens. En 2021, une s\u00e9rie d\u2019articles ont ainsi \u00e9t\u00e9 publi\u00e9s dans des revues scientifiques renomm\u00e9es.\u00a0\u00a0<\/p>\n

Dans cet esprit, les \u00e9quipes de recherche du laboratoire se sont notamment investies dans le programme transfrontalier DIADeM (D\u00e9veloppement d’une approche int\u00e9gr\u00e9e pour le diagnostic de la qualit\u00e9 des eaux de la Meuse) traitant de la th\u00e9matique des polluants \u00e9mergents dans l\u2019eau (r\u00e9sidus de m\u00e9dicaments, perturbateurs endocriniens, etc.). Comme ces \u00e9tudes sont men\u00e9es avec beaucoup de professionnalisme selon une m\u00e9thodologie \u00e9prouv\u00e9e, les r\u00e9sultats des recherches sont r\u00e9guli\u00e8rement publi\u00e9s sous forme de rapports accessibles via le site de la R\u00e9gion wallonne ou d\u2019articles publi\u00e9s (en anglais) dans de prestigieuses revues scientifiques. Pour la SWDE, chaque publication est un label de qualit\u00e9 pour nos activit\u00e9s de R&D. Cette renomm\u00e9e contribue grandement \u00e0 la notori\u00e9t\u00e9 de notre laboratoire et nous permet notamment de collaborer avec les meilleures \u00e9quipes scientifiques. Pour le programme transfrontalier DIADeM par exemple, nous avons notamment travaill\u00e9 avec les universit\u00e9s de Reims Champagne-Ardenne, Namur et Li\u00e8ge, ainsi qu\u2019avec le\u202fCentre\u202fd’\u00c9conomie Rurale\u202f(CER) de\u202fMarloie. Si nos premiers programmes de recherche ont essentiellement servi \u00e0 d\u00e9velopper des m\u00e9thodes d\u2019analyses et des outils pour proc\u00e9der \u00e0 des recherches de mol\u00e9cules, nous sommes d\u00e9sormais en mesure d\u2019utiliser ces protocoles pour participer \u00e0 des programmes ambitieux. Le 18 ao\u00fbt 2021, le service qualit\u00e9 du laboratoire de la SWDE a analys\u00e9 son millioni\u00e8me \u00e9chantillon d\u2019eau. Cette impressionnante performance r\u00e9sulte d\u2019un syst\u00e8me de tra\u00e7age draconien qui existe depuis 62 ans<\/strong>.\u00a0\u00a0<\/p>\n

Chaque jour, les 15 agents pr\u00e9leveurs attach\u00e9s au laboratoire d\u2019analyse de l\u2019eau parcourent le territoire de la SWDE pour pr\u00e9lever des \u00e9chantillons aux quatre coins de la Wallonie. Ces pr\u00e9l\u00e8vements, qui ont lieu du captage au robinet du client, sont alors confi\u00e9s aux 35 membres du personnel du laboratoire. Dot\u00e9es d\u2019une r\u00e9putation qui a depuis longtemps d\u00e9pass\u00e9 les fronti\u00e8res de notre pays, ces \u00e9quipes r\u00e9alisent des batteries de tests de qualit\u00e9 dans plusieurs domaines diff\u00e9rents (chimie min\u00e9rale, chimie organique, chimie bact\u00e9riologique) afin de s’assurer de la parfaite qualit\u00e9 de l\u2019eau produite et distribu\u00e9e par la SWDE.\u00a0\u00a0<\/p>\n

C\u2019est ainsi que tous les ans, le laboratoire d\u2019analyse r\u00e9alise et teste environ 30.000 pr\u00e9l\u00e8vements d’eau de distribution<\/strong>. Tous les r\u00e9sultats de ces analyses sont dument num\u00e9rot\u00e9s, notifi\u00e9s (date et lieu du pr\u00e9l\u00e8vement, noms du pr\u00e9leveur, r\u00e9sultats obtenus, etc.) et archiv\u00e9s dans une \u00e9norme banque de donn\u00e9es. Le 1.000.000e \u00e9chantillon a ainsi \u00e9t\u00e9 pr\u00e9lev\u00e9 le 18 ao\u00fbt 2021 pour un contr\u00f4le de la qualit\u00e9 de l\u2019eau au niveau du ch\u00e2teau d\u2019eau de Buret (non loin de la fronti\u00e8re luxembourgeoise). Pour l\u2019anecdote, le premier \u00e9chantillon trac\u00e9 et num\u00e9rot\u00e9 a \u00e9t\u00e9 pr\u00e9lev\u00e9 par les \u00e9quipes du laboratoire le 27 f\u00e9vrier 1960. Il s\u2019agissait du contr\u00f4le de la qualit\u00e9 de l’eau de \u00ab Ouffet Ellemelle \u00bb dans le Condroz Li\u00e9geois (un m\u00e9lange d’eau d’une galerie et d’une \u00e9mergence).<\/p>\n

Chaque \u00e9chantillon pr\u00e9lev\u00e9 dispose d\u2019un num\u00e9ro d\u2019identification unique. Cette typologie nous permet de conna\u00eetre la provenance de chaque \u00e9chantillon est d\u2019en \u00e9tablir la tra\u00e7abilit\u00e9. Comme des centaines d\u2019analyses peuvent \u00eatre effectu\u00e9es sur un seul \u00e9chantillon, nos banques de donn\u00e9es renferment plus d\u2019une centaine de millions de r\u00e9sultats consultables. <\/span><\/p>\n
